Law enforcement agencies, burdened by the sheer number of unsolved cases, are placed in a seemingly helpless position to effectively deter more occurrences. The global face of terrorism is wreaking havoc to an already uncertain and volatile situation - weak business climate, limited inflow of foreign investments - thus affecting the government's ability to provide better social services and alleviate poverty, the recurrent vicious cycle. The deterioration of peace and order in the country will bring us closer to economic doom.
The police seemed unable to protect civilians and themselves from lawless elements. The presence of other security agencies both big and small did not help, as most of these agencies are ill equipped and ill trained to meet the needs of the times. Security agencies stuck to the outmoded regimen of posting guards to clients without evaluating the real needs and requirements of their clients.
